Item is fine but does not work as I presumed

I need to use home power adapter using USB to connect Car Cigarette socket which is able to recharge portable small vacume cleaner. I connected the cable but no recharge (adapting 4 V to 12 V). Does is only for down voltage 12V to 4v?
